Meeting Minutes:
Guest Speaker -
President Kevin Kelly introduced and welcomed the guest speaker, David Learned, Marine Patrol. Mr. Learned stated that the marine patrol has been short staffed in the past but there are more staff members this year. The four full time officers and the part-time staff have powers of arrest, whereas the watercraft safety officers do not. The marine patrol auxiliary are volunteers who contribute a minimum of four hours a month. Their primary role is to do courtesy inspections and safety observations. There is a new category of volunteers called Lake Watch volunteers for which there was little information.
Mr. Learned answered many questions from association members regarding jet skis. A "jet ski" is less than 13 feet long and can only carry one or two persons. Jet skis that can carry three or more persons are classified as boats (commonly called personal water craft, or PWCs) and are thus legal on Lake Kanasatka. Mr. Learned warned that few people, himself included, can distinguish between a jet ski and PWC from a distance and that residents who wish to lodge complaints about jet skis on the lake should first ensure a positive identification. That means getting a close look at the vehicle to read the decal as to how many passengers. If the decal states 3, it's not a jet ski. If it's not a jet ski, don't call in a complaint.
There was also discussion of the 150 ft. distance required to be maintained by motored water vehicles from the shoreline, other boats, PWC, rafts and swimmers and the regulation that headway speed (6 mph) be maintained if that distance is under 150 ft. Markers for "No Wake" can only be used when the area defined as "No Wake" cannot be ascertained by the layout of the shoreline. Ordinary citizens may not place buoys or markers in public waterways.
The Chief of Poice of Moultonborough, Scott Kinmond, made an unsheduled courtesy vist to introduce himself to the members and give a brief status of local police activity..
New Business -
President Kelly opened the business meeting and made a motion to waive the reading of the previous meeting's minutes. The motion was seconded and passed He then asked for the Treasurer's report. Treasurer Bob Brennan reported the amount on hand is $4,077.58. There are 165 lake front lots on the lake, and 51 members living on
Old Business -
President Kelly presented the new brochure created and printed by Tom and Casey Tincler. It includes a description and brief history of Lake Kanasatka as well as information on conservation and water safety. The brochures will be distributed to realtors in hopes they will provide it to renters on our lake. Members who rent out their property were urged to take a brochure and make it available to renters.
There was discussion about the placement of more signs prohibiting jet skis. One is currently at the public boat ramp, and was recently moved to a more visible position. Further permission is required to post any additional signs. President Kelly asked for a committee to look into the matter, and lacking sufficient response, said he will look into it.
Mr. Jordan Prouty reported on the loon population on the lake and the hope for loon chicks this year. The first nesting was unsuccessful, and it is thought raccoons got to the eggs. The second nesting took place on the floating nest, but the eggs had not hatched yet.
President Kelly asked any new association members to introduce themselves and several people did so. Mr. Ted Hilton, of Deer Hill Camp, introduced himself, not as a new member, but as a very long standing member. He commented this is his 50th year of operating the camp located on Red Hill Road.
President Kelly asked if someone would consider taking on the office of president as his job work load is heavy and he has served for three years, one year more than the normal term.
The meeting adjourned at 11:30 a.m. Members enjoyed Sandra Kelly's delicious home baked breads, coffee and lemonade both before and after the meeting..
Respectfully submitted
